Development plans are a very important prerequisite for all higher and lower local governments in Nepal. The local government must develop comprehensive and integrated development plans and profiles. These are a basic instrument for the implementation of decentralized development programs and services by state and non-state actors at the local level. Chay Ya Nepal worked with the rural community of Kharpunath, Humla, to develop a periodic plan and profile.
According to the Local Government Operation Act, 2017 of Nepal, a local development plan should be formulated according to a need based and participatory approach. The Act has outlined the need of a participatory but comprehensive periodic plan and profile of a municipality comprised of sectoral goals and programs that are guided by or consistent with the long-term vision and physical development plan of the respective Municipality.
To fulfil this requirement, Kharpunath Rural Municipality (local government) in collaboration with Chay Ya Nepal prepared a profile of the rural municipality and a periodic plan for the period of 2020-2025.
